I’m guessing it’s british 'cuz they’re doing the ever-popular-among-british-comedians high-pitched “Monty Python Pepperpot” voice. But…what is it??
It’s Reeves and Mortimer. I’m not sure which of their shows it was - as I recall those characters have appeared in a few.
As for whether I like them or not I really can’t make up my mind. Sometimes I do sometimes I don’t. They’re sorta bizarre I guess.

It’s from The smell of Reeves and Mortimer - it was a collection of surreal comic sketches; some of them worked better than others, some of them have aged better than others, but they were all pretty absurd.

Shooting Stars (absurdist game show) was the most accessible and probably the best thing they did. Can’t find much on YouTube, but here’s a brief clip of Vic & Bob taking their quizmaster roles as seriously as ever. They would sometimes do stuff like this, apropos of absolutely nothing, right in the middle of the game.
