Bureaucrats at work (Quebec version)

A committee was created, several people appointed to it, it met several times over a couple months and finally came out with their decision. What was it?

It is now legal for drivers of city buses to post “Go Habs Go” on their destinations signs during the Stanley Cup playoffs, despite laws designed to prevent the use of English on public signs, unless it is half the size of the French. The Montreal Canadiens at called the Habs, short for habitants, which I assume means something like locals.

So, “Vive Les Habitants” wouldn’t fit on the signs?
