A person would still be breaking copyright, wouldn’t they? Or am I being wooshed and giving this article more credit than it deserves?

The linked page from that article to the Canadian Copyright Board makes it pretty clear. Copyright laws were changed in 1999. As long as it’s for personal, private use, yes, it’s legal. In exchange, you pay more for the blank media. The figures on the linked page are out of date, the current CD-R tariff is 21 cents Canadian. So in the price of a standard 100 disc spool, you’ll pay C$21 extra just for this ability. Even if you don’t plan on using it to burn music.
