Burning DVD's

Is there anyway for me to burn a movie from my PC (in regular movie format) so that it can be played on a DVD player?

Yes. If you buy a DVD burner. They are available.

so it can’t be done without a DVD burner?

Most DVD players that you’d have beside your TV can play the “VCD” format (as well as normal music CD’s). VCD = video compact disc. You can burn VCD’s pretty easily using most CDR’s these days, if you have the right software (Nero).

Not sure what the format the source data needs to be in, I think MPG2, but with a particular compression codec. Presumably easy to find the codec.

A few moments of Googling will yield more info than you can poke a stick at.

You may wish to search for the “CDR FAQ”, a truly awe inspiring collection of information on everything related to CDR’s. It used to be maintained by a guy called Any Fadden (or was it McFadden?), no doubt his name.
