It was mentioned in another thread that Dubya’s speech Sunday night was a convienient method of making a campaign speech.
Is this an unfair advantage when a President can pick a night when viewers are at a maximum (first Sunday of FB season) and pre-empt all of the post- game programming and make a speech.
I understand that his message of “This is gonna screw you out of an extra $87,000,000” is not a great campaign vehicle, but I see no reason why he would not be able to go directly to Congress with his message. Did he need to come before the public personally so as to “get our permission” beforehand?
Did Clinton use this tactic? I only remember his 2nd term speech or two.
