Butterflies in the eye of a hurricane

I was in hurricane Gloria in 1985, and when the eye passed through my location I saw quite a few monarch butterflies flitting about. How did they get there? The hurricane had been downgraded by that time, having been a category 4, and previously a tropical storm. Could the butterflies somehow enter the storm at any point? Could they have been picked up in the very early stages of tropical storm? Considering how delicate butterflies are, can their existence be explained? Or aren’t they that delicate after all?
