California landlord/tenant question

Posted for my wife, who writes:

FWIW, she has ordered this book to learn more, but I’d appreciate any insight anyone has. I’m sort of inclined to see the towels as legitimate, since the tenant was trying to protect the property with them, but I’m not so sure about the tech person’s bill.

IANAL, but generally speaking a landlord is not responsible for damage to the tenant’s property. That is what renters insurance is for.

IANAL but isn’t the responsibility for tenant household goods belong to the tenant? If a tenant doesn’t have flood insurance it’s their tough luck and not the landlord’s.
