Can a bank levy fees on a frozen account?

Let’s say JQ gets into some serious trouble and the US government freezes all of his assets in this country. JQ, not having had much truck with precisely balancing his accounts or choosing the top tier of banks, has a piddling amount in a checking account with a bank that levies fees on piddling amounts in their checking accounts. That account is, of course, frozen. What happens when the bank levies the next fee?
