The main thing I run into buying locally is that they want me to fill out a Reseller card with my Resale Permit. Since the resale permit only is valid for my own state, how would that work?

I buy from wholesale companies, and am usually required to submit my retail id #. I’m not sure if they use this for tax purposes or just to weed out those who aren’t “real” companies.
Some places advertise wholesale prices to the public, but I’m always a little suspicious, although usually the prices are sometimes better than regular retail.
I also send out both retail and wholesale catalogs, but if I don’t get a retail id #, I won’t send out wholesale info.

Depends on what you mean by wholesale. Wholesale is generally taken as the price from the manufacturer, which is marked up by distributors and retailers. If the seller is the manufacturer or is willing to forego the markup, you pay wholesale.
I think the real issue you’re thinking of is buying tax-exempt. If you have the proper credentials as a reseller, the manufacturer/distributor can sell to you without charging sales tax, because the taxing entity will collect on the final sale (when you resell). This requires the proper permits because the taxing entities want to be sure the tax will eventually get collected. Many sales on the net aren’t taxed anyway (and whether that’s right or wrong is a whole other issue…) so you may already be buying tax-exempt.
