Can congress pass funding for Ukrainian aid and distribute that funding if the executive branch refuses to participate

I had no idea that that was even an option for the House. I’m not sure how I feel about that.

@Smapti, sure, Johnson put the supplemental for Ukraine, Isreal and Taiwan on the floor back in April. If he puts a supplemental for Ukraine aid on the floor in the remaining four weeks of the lame duck session (the situation I was responding to), I will gladly pay you one zillion dollars.

I was referencing @Smapti pointing to Rick Scott’s failed bid for Majority Leader as an example of Republicans bucking Trump’s preferences. This was an anonymous vote for Republican Senators. That’s much easier for them to get away with.

The rules of this board prohibit me from accepting that bet, but I don’t expect a Ukraine bill in the lame duck session. I expect it to get bundled up into some must-pass budget bill, which Trump will grudgingly sign after it’s explained to him that most of that funding actually goes to defense contractors like his boyfriend Elmo, and he will subsequently declare “We have passed the biggest Spending cut in history!” on Twooth Social at 3 AM regardless of what the bill actually says or does, and his fanboys will eat it up.

It will just be lumped in with other aid bills- Israel for example.

There is no other aid bill being considered during the lame duck. Congress does have to pass an extension on the federal budget, but that will be a continuing resolution that just keeps funding at current levels until sometime next year.

Suffice it to say that I am enormously skeptical that a Republican-controlled House and Senate will send a Ukrainian aid bill to President Trump’s desk (even as part of a larger package), forcing him to veto it or look weak by accepting it.

A lame duck bill would not arrive on trumps desk.
