The (hopefully) late S. Hussein reportedly left an estate worth many billions of dollars. Much of this money is in swiss bank accounts or offshore banks. My question: can I sue his estate for part of this, and what are my chances of recovery?

I imagine the vast majority of seized assets will go back to the new Iraqi government. And I imagine that in most cases you’d have to sue for damages in Iraq. Good luck on that.
Unless you have some sort of actual injury at the hands of Saddam Hussein, I think it would be morally repugnant to attempt to cash in on his estate, which was basically stolen from the collective wealth of the Iraqi people for a quarter of a century.
I’m making some assumptions from your OP, but it doesn’t sound like you have sufferred directly from Hussein’s actions. Correct me if I’m wrong,
IANAL, but generally you can’t sue some-one who hasn’t done you any harm. Unless you are an Iraqi refugee or the relative of one of the victims of Halabja, you are going to have a verrrrrry tenous claim that Saddam did you, personally, any harm.
If you want to claim a class-action, you have to demonstrate that there is a class of persons that were harmed by the defendant and that you are the member of that class.
Being forced to watch Fox News and CNN is not enough.
