It’s a Skyrim based joke, about how you can shoot an NPC and hide and they’ll decide “it must have been the wind” if they can’t find you.
Even in the knee?
Other renditions include the line “It must have been my imagination” with an arrow sticking out of their head.
NPCs is dumb as shit.

a NPC is a computer controlled character(Non-Playable Character )
The eye in the middle of each panel is an icon in Skyrim that indicates how exposed you are. When it is wide open, they are actively looking for you, when it is completely closed, you are hidden.
