You can report any damn thing you like. The mods may or may not act on it, depending on whether it violates any rules, the phase of the moon, what kind of mood the responding mod happens to be in, political affiliations of reporter/reportee, bribes, outcome of recent sporting events, and a saving throw on 1d20.
