Cannot get Windows 7 SP 1 to install.

I have a log update log of failed installation attempts going back at least 6 months. I never really took notice until recently when I attempted to upgrade my browser and it wouldn’t let me without SP 1. I tried to install SP 1 and that is when I realized there is something wrong. Windows Update has automatically been trying to download this thing and install if for months with no luck. Here is what I have tried over the last week or so.

  1. Windows Update Readiness Tool. Installation was successful, but it doesn’t help anything.
  2. Windows Update Stand Alone Installer. No luck.
  3. Download the whole thing and run from an .iso. Didn’t work.
  4. Windows Troubleshooter. No help.
  5. Uninstalled MacAfee completely; Repeat Step 1-4 Still nothing.
  6. Ran CCleaner to clean up registery. Repeat Step 1-4 Didn’t help.
  7. Ran Microsoft Fixit.
  8. Checked MaxNumFilters in the RegistrySet at 14. Still doesn’t help.
  9. Checked Network Connections in Control Panel. I don’t see any Third-party network filter drivers!

Is there anything else I can do? What could be the issue?
