Can't program keyless entry with key in ignition

How can I program my keyless entry on my Honda CRV 1999 when the key is in the ignition it would not respond. Is this the only way to program it?

Do you know if you have factory installed keyless entry or dealership installed keyless entry?

This page says there are different programming steps for each situation.
