Can't remember the name of a game

I can’t remember the name of this game and it’s killing me! Basically, the thing’s a more involved variant of tic-tac-toe and more fun (in my opinion). The game is printed on a vinyl mat, uses glass stones (like pente stones), and is packaged in a clear plastic tube with the game name on an insert.

The mat is a four by four array of four by four cells. To win, one must make certain arrays.

Nope. The cells themselves are four by four and those are then arranged in a four by four pattern. Think of it as a 16 by 16 array, divided into realms of four by four.

It’s Hijara. I learned it in the Navy and while waiting in line for the liberty boats, my friends and I would play it. We experimented with the rules, of course, but the official rules worked out best.
