I’m picking a nit here RandMcnally but there is no Pope Benedict, and even if there was you would need a number to distinguish him from the other Pope Benedicts, as there have been sixteen of them.
I’ll assume you mean the Pope Emeritus Benedict, the guy who preceeded the current Pope Francis, unless I hear otherwise from you.
To my knowledge rule #8 has never cime into effect, it’s been copied from the previous sets of rules.
