According to a recent edition of Hammond’s World Atlas, Charles City County is so small its seat has a population of 5 people (!!!) Is this so? How could five people sustain the county with such a small tax base? Or does the county have income from extraneous sources? Virginia Dopers, please put me straight!! :o

I lived in a town in France a few years back whose population was 6. When my family went, it doubled.

Surprisingly close to somewhere to be nowhere, but it manages.
The entire county had a 1990 pop of 6282. It’s in between Richmond and Williamsburg on the north bank of the James River, but just far enough away from both cities to be unaffected by either one. And I-64 and US 60, the main roads from Richmond to the Hampton Roads area (i.e. Norfolk, Newport News, etc.), pass entirely to the north of the county; I-64 doesn’t even come close. The county’s main claim to fame, IIRC, is some well-preserved antebellum plantations along the James.
