I am examining a number of photos of Christina Milian in a rubber miniskirt. I mean the thing that covers the shoulders and goes down in one piece to the very short skirt, not a skirt worn with a blouse. I am not too experienced with fetish clothing and so I have some questions.
Can anyone wear any sort of rubber clothing comfortably? How about in an air-conditioned room? I presume it would make you sweat a great deal. How long could a person wear such a thing? Nobody would really wear such a thing to a party or dinner, I suppose?
Since the idea of such a dress is to be slinky, form-fitting and sexy, I suppose it has no seams. How would you make such a dress? Would such a thing commonly be be sewn as cloth would be? Bonded with some adhesive? Could it have been extruded in one piece? (Or the photographer could be hiding the seams, I suppose.)
I presume you’re describing a minidress, if it’s all in one piece.
To wear rubber clothing, you generally have to powder your skin before you put it on. If you fetishize rubber, being comfortable or not is irrelevent to the whole exercise anyway.
I’ve never examined rubber clothing to have an opinion on whether or not there are seams, but the obvious, off-the-top-of-my-head suggestion is that they could hide any joins by heating and smoothing the rubber.
As cliché as it is to request links to photos in threads where a hot babe is the subject of discussion, I think it really would help to answer your questions here (especially #2).

I’ve actually owned one rubber outfit - a long skirt and halter top combo. The seams, as I recall (still own it, but can’t be arsed to dig it out) are bonded; it’s not extruded in one piece.
I used to wear mine to clubs. Under the skirt I would wear a pair of tights, which helped with the sweating, but it was still pretty chilly whenever I had to move the skirt (eg to use the bathroom). Since it was a halter top, there was skin exposed to the air. I never powdered my skin to wear it, but if I were more into the fetish aspect of it that’s something I would have considered.

IIRC rubber bands are made by making a tube of rubber and then cutting it up, so I think a rubber cylandar(sp?) could be made. It would probably be harder (but possible) to make a shaped garment (i.e. different diamters at different points).
But I don’t think they are made that way.
Depending on the hardness of the rubber (hey, that’s the technical name, I used to cook the stuff) and the measurements of the wearer, you wouldn’t even need to shape the tube.
Ages ago, I made some latex fetishwear commercially.
It starts life as big rolls of sheet rubber, gets cut into whatever shapes and glued together with (what else!) industial rubber cement.
For large-scale production, some smaller items like briefs or panties can be dip-molded using liquid latex.
Where are the seams? Pretty much in the same places they’d be in a fabric garment. There’s really no way to seamlessly (heh) bond or blend pieces to look like there aren’t any seams.
Michael Keaton, talking about his Batman suit, said it took a lot of practice to not look awkward in a rubber suit. Michelle Pfeiffer, in her cat suit, was even more uncomfortable. Keaton said, “You have to learn to work the suit.”

Right. I was sweating under the skirt but the rubber was not sticking to my legs because of the tights. The sweating was not really noticeable unless I had to move the skirt off my legs, exposing the sweaty tights to the air. Kind of like wearing a few too many layers out in the cold, and then taking one or two off.
Also, I would think the experience would be different in a one-piece outfit with long sleeves and/or high neck (I’ve seen some with total face coverage).
