I disagree. Her constituents are forced to participate, as they are taxpayers. It is not hypocritical to request benefits from a program you are forced to fund.
To extend your bank robbery analogy, if the robbers stole my money (along with a bunch of other people’s money), it wouldn’t be hypocritical to try and get mine back by accepting a share of the loot.
