I’ve noticed that some household cleaning recipes specify one type over the other, so there must, at least theoretically, be a difference.
What cause the cloudiness/clearness? And what applications demand one type over the other?

Does one contain soap, or a detergent of some sort?
Maybe one version is a more pure chemical(clear version) than the other. Cloudy stuff may have some sort of salt in it or other chemical to buffer the ph. I’m really just thinking of chem lab. If you dump the right thing in there the solution will suddenly become cloudy. The buffering would be a result of weak acid base effects. Essentially…this means that if you’re cleaning with it, the solution won’t loose it power as soon as it hits something a bit acidic.
