I think it’s just confusingly worded; I suspect it’s asking you to IDENTIFY objects (police, man, speed limit, that sort of thing) and events (driving backward, exceeding speeds, etc.)
That’s going to be the easy part. Getting this into classical logic form will be tougher, especially with so much extraneous information. In particular, it’s not clear to me which event they care about translating: probably they’re looking for something like A was doing B, B is illegal, therefore A broke the law sort of thing, but…
Question 2 is asking for two answers. Answer (a) will be how the objects in the text are referenced examples, etc.; and answer (b) will be how the events in the text are referenced, examples, etc.
