Is it true that when Oblivion comes out for PS3 that you’ll have to buy the mods your interested in? Do PC games do that?
PC game mods are typically free but developers occasionally release “best of” compilations as part of an official expansion. One of the Descent titles did that, IIRC.
Bethesda (maker of Oblivion) has released mods for sale. They even packaged them for store shelves. The answer to your questions is ‘yes’.
Bioware (maker of NWN, Bethesda made NWN2) has released several mods for sale as well. Some of them were good, some sucked. I’m still not sure why I bought all of them, considering how many good, free, user-created mods are out there.
I’m not a console gamer, but it seems to me that everything in the console world is for sale and nothing comes for free. This is in contrast with PC gaming where many users create mods and make them available for free. Indeed, modding tools are often released by PC developers for free. I am not sure how one would go about creating a mod for a console game.
This depends on your definition of what a ‘mod’ is. If you’re talking about what I consider mods for Oblivion, and it’s predecessor Morrowind, then no. Bethesda will not be selling the mods made by the fans. If you’re talking about the ‘extra content’ that Bethesda had that were like little bitty mods which they’ve released for download online, then yes…they’ve released that as for sale content that you can buy at a brick and mortar store. Rather than being able to pick and choose which content you’d like to purchase (they ran about $3 each), I suspect that PS3 gamers will have to buy a CD that has all the mods already on it. Perhaps they’ll come up with some sort of way of already having the content on the software you buy, but only unlockable via some secret code you purchase.
I thought the thread title meant “Computer game, “Mods” for sale” I was excited by the opportunity to don my virtual jackboots and stomp on the teeming millions.

Well that’s a little bit better than what I thought. I imagined that say, if you wanted armor for your horse you’d have to go to the online store and pay of it. Then if you wanted a better weapon you’d have to pay again and so on.
