The Victory sign is with the palm facing outwards towards the “recipient”. The other way round (like your single finger) has, in the UK, a vulgarly/comically dismissive meaning, like your single finger. There used to be a convoluted explanation that it came from English archers in mediaeval wars with France showing off that the fingers that draw the bow string were in full working order - but that has more than a whiff if Victorian euphemism. I’ve seen it used to, erm, make a more overtly sexual allusion.
Along with that false etymology and related to it, it was said that “fuck you” came from “pluck yew” (ostensibly that drawing the bowstring was called “plucking the yew”) and that the English would taunt the French yelling “pluck you” as they did this, or something obviously made-up like that.
What is the context of the photo? Rather than ‘making a gesture’ (‘Peace’, or ‘Up yours’, or whatever) could he not have been enumerating points? ‘Number Two: [point being made].’ The back of the hand outward is not how I enumerate points, but that might be the way he was brought up. (Much as I start counting on my index finger, and some people start counting on their thumbs.)
