Somehow those two statements sound kind of funny together.

Furthermore, your concept of “county” may be blurred considering quirks some states have:
AK: No counties, as noted; refer also to Rand McNally Commercial Atlas, published annually.
CT and RI: Local government format is different in these states, which do not have “county government” (Connecticut abolished it in 1960)
HI: Kalawao “County” is actually an area administered by state government.
(LA Parishes officially classified as counties by Federal agencies.)
MA and MO: Baltimore and St. Louis are “independent cities,” even though counties, separate from the big cities but having the same names, also exist in those states.
NV: Carson City is an independent city, albeit with no separate county as a namesake.
SD: Two counties, Shannon and Todd, have no government at all and are “attached” to adjoining counties for administrative purposes.
VA: Has approximately 40 “independent cities,” although some of these cities also serve as seats for the counties that surround them, further muddying the picture.
WY used to have Yellowstone Park as a separate “county” area, but two real counties have since divided the park. Apparently the Park’s territory in Montana is still separate from the state’s counties. Would it count as a county?
