What gives you the impression that he was a Washington resident?

Just more guessing. The police attempted to take him into custody at an apartment complex and they had good information that he would be there. The most likely way would be if it were an address of record.

But even if he was a resident of Oregon he would still have had to have a permit to carry a weapon in Portland.

Well, it was not his address of record. That much has been said in the news stories, which also refer to him as “a Portland man”.

The police are not properly trained in dealing with people that have mental issues and should not be the call of first resort if a person is behaving oddly.

God damn, this runs right through the tape of “totalitarian” and gets to “dystopian.” Actual quote:

The top comment said that the white guy in the car hadn’t been arrested, so that was the difference. But the actual difference is that he wasn’t arrested.

But that deserves a mention to the parents, not a suspension and intervention from police.
