Sorry, have I misconstrued something from that article, which says “recently lost her mother”? I took that to mean her mother had just died, but perhaps it means something different in the US?

No. You should be banned for your egregious failure at using ellipses properly, and to a lesser degree, for being a really shitty socktroll.
In all fairness, we can hope that this kid grows up and sees the light before the poor choices she’s making limit her future options to welfare or crime. It has nothing to do with race, it has to do with a kid that needs to come to grips with how today’s behavior effects tomorrows success, and accept that shitty behavior isn’t the key to future success. And honestly, her behavior doesn’t lead me to believe she has any respect for authority, rules, the rights of others or her fitting into the system. I can’t predict what track her life is on, but I’d bet if this behavior continues, she’ll be no stranger to the police station.
