Teenagers are generally not known for making the best choices.
Adults should be expected to exercise prudence in their choices and weigh all options.
Police should be trained in how to assess all avenues available and choose the best course of action.
Surely that has to be an essential part of policing. If you have “no choice,” you are not in control and you cannot be an effective police officer.
I posit that an officer who feels he has “no choice” but to cause grievous harm to an uncooperative teenager is not well qualified for his job.
