I share your admiration for the military and disdain for the police, but the military does not “stress de-escalation.” It’s the job of infantry to take and hold ground, not de-escalate the situation. It’s the job of armor to destroy the enemy with fire, maneuvre, and shock, not de-escalate the situation. It’s the job of the air force to achieve air supremacy, provide tactical and strategic air support, and support mobiel operations - not de-escalate anything. Escalation and de-escalation is the job of civilian authority.
Again, clearly not always true. In a war situation, soldiers don’t wait for the other side to shoot first. The talented soldier will never let his enemy get a shot off at all.
