If you have Microsoft Paint you can open your picture and Save As a .jpg.

Just to clarify Glory’s point, Microsoft Paint is a freebie that comes with Windows.
MSPaint does it but is very basic and does not allow any adjustments. With Irfanview you can adjust the compression level and do a million things you cannot do with Paint. If it is a one time thing, then just use Paint but if you want something better, then download Irfanview. BTW, they both complement each other and I use them both regularly.
