Could an Army officer in uniform wear a sidearm in public without getting a permit?

It’s for the children. No one wants to scare them.

In Texas it’s legal to open carry a rifle or shotgun. But no one walks around with them. And only a Darwin award candidate would walk into a Texas bank carrying a shotgun.
