I’ve never seen anybody who wouldn’t look a little better with some modicum of makeup. Gender excluded. Men should wear makeup and pluck those shitty eyebrows, too.
So sure, the girl in the OP may look “better” with a little makeup. So would the OP. So would I.

I do recall his health coming up in regards that, though of course for some folks, making sport of Boehner is, well … just that. Seems better just to cut to the chase in that case, imo.
The best thing she could do for herself would be to smile. No one looks pretty with a sour look on their face. Granted, she wasn’t in a smiling situation when that pic was taken, but if someone took a shot of her when she was relaxing with friends and smiling, she’d be a different girl.
We’re used to seeing photographs of women with full makeup, whitened teeth, and tightly plucked brows. She has none of these things. Her appearance wouldn’t be sparking comment if she did.
And the lady in question looks perfectly—bafflingly, even—fine, to me. I mean, standards and opinions of “attractiveness” can vary, of course, but this doesn’t exactly seem like a case for a major engineering brainstorming session, here.
Since there is nothing functional wrong or grossly disfigured about her face I question the use of “fixable”. There’s nothing there that’s broken.
That said, use of a little make up would make her more conventionally pretty. Mostly I think what’s throwing you off is that she is not made-up at all. We’re used to seeing that with men, not women, which might be why she comes off as “mannish” to running coach.
That’s why I was questioning myself in my OP. There was nothing conventionally out of place with any element. She has a bit of a moon face but nothing wildly out of the ordinary. Possibly is it just perception and expectation as you and others indicate.
