My school actually has a law office on campus that’s for use by students - it costs $14 a year to use it so it might be worth it to ask about that. Does anyone know what I might look up to find more information on starting such a business and where to distribute? I know Declan mentioned factories and touristy areas but just to see if there are some other good options.
In terms of the legalities, your best bet is to locate the office in your county that handles business licensing, and depending on the municipality, he may also need a local peddler’s license.
In terms of school, he may want to consider a two-year program to start, then consider options for further education, if that’s what he wants to do. Once he finishes, the college career center will help him find a job in his field. If nothing else, school is a wonderful way to wait out a bad economy, and it’ll help bide time until you’re ABD.

They have several listed there that you might want to look at, mainly because i would imagine that neighboring states will also have a transient vendor license.
Beside the state vendor license , you may or may not require a county or town/city permit as well.
But that school office that you can use, will probably also be able to direct you to resources about starting up a small business.

One other valuable perspective is to consider his previous employers and places he has temped. Then think of every company that is a competitor, customer, or vendor of that company. He already has something of a connection to those companies and is likely to have skills and knowledge that would be useful to them.
Also, some universities have their own temporary service. They often place spouses of students/faculty/staff. If your school has one, he should register with them.
