What country is he a citizen of? Contact that country’s Embassy and see what they tell you? Going on the assumption that he is American, maybe an American Embassy office would be able to give you some ideas? I am not clear on what country the Embassy you tried to contact was in? I would think they could trace his cell phone?
Contact our government? Surely someone here can tell you the specific agency, but I’m willing to bet there is someone in the government that would help you. I’d start by calling my Congressman and asking them to direct you appropriately.
To avoid alarming people unnecessarily, I received a call from the director of my brother’s company. He talked to him and he’s all right. He’s currently talking to my SIL.

My mother received a call during which a voice (which she identified as belonging to my brother) told her, crying, that he’d been kidnapped. She then called me and told me what happened. I told her I’d call both the embassy of Venezuela and his employer to try to involve them in the case.
His employer called the offices in Venezuela and asked about my brother. Shortly afterwards, my brother called his employer and he in turn called me. And just a couple of minutes ago I received an e-mail from my brother telling me he’s OK.

Find out about someone who will not be easily reachable
Call a member of the family (if possible, an elderly person) and tell them they’ve kidnapped someone. In this case the call was probably to prepare the ground for that call.
