I get how REDO is related to redesign and REDOLENT to reminiscent, but where does LENT come from? Not questioning the validity of your answer, just trying to understand it.

The way I interpreted the clue is redesign signaled an anagram, and reminiscent means “similar to” as well as “reminds one of”, so the answer would be a word that resembles an anagram of observance and reminds one of redesign.

Lent is a religious observance. I got that after I already worked out the other two parts.

It’s quite common to use words that usually have a special meaning as a normal part of the clue, as a form of misdirection. And it would be a bad clue if it required you to guess which letters to anagram. If not all the letters in a word are used in the anagram, or extra letters are added, this should be signalled in some logical way.
