What we have here is a finite resource. With a lot of users. The time limits are an artifact of the vBB software, for reasons cited above. The “edit” disabling was done by the Administrators because the ability to edit was being abused by people trolling.
The rules are there to allow equitable access to the resource we have here and prevent its abuse.

As such, it is properly set off from the preceding phrase to which it is in apposition by a comma. Note that this is only the case when one is appending a name in apposition after phrasing implying that there is more than one person who fills the bill.
