The Spanish were after gold, not ot settle the land. They wanted to get back to Spain wealthy. There is a big difference between flying around the world on a 747 and picking up chunks of rock at stops, but you can’t lay claim to a land until you SETTLE it.

Except St. Augustine was settled by the Spanish, with the intention of being a permanent settlement and military base. So that would seem to fit your criteria.
