I had the file Delme.bat on my computer, and Ad Aware, Spybot, Hijack this, Symantec, and Trend Micro could not remove it.

My first thought is that it was left over from some program cleaning itself up. Of course my second thought was to do a quickie search. It may be spyware. Take a look at this. They also have a removal tool.

I remember a long time ago, when DOS was still used, that certain installers would leave such a file in the root directory (or elsewhere). Did you install any old programs lately?
Not “old” but shoddly made. - “Egames” from the dollar store.
Batch files (dos, extension .bat) are written in plain ascii text. Open it up in Wordpad, or a similar file, and have an old dos geek tell what it does.
