I can only assume it ended last August because the last dictator in the world has stepped down.

Looks like Pinochet was used for May 2004.

Since dictators can be used after death, I’d have to argue that the Big 3 – Hitler, Stalin, and Mao – are underrepresented. They are each easily worth more than 3 of any of the others.
