Looks like Pinochet was used for May 2004.
Since dictators can be used after death, I’d have to argue that the Big 3 – Hitler, Stalin, and Mao – are underrepresented. They are each easily worth more than 3 of any of the others.
Maybe agents of one of the featured dictators took care of the webmaster for that site.
