I read that entire page as an indictment of Bush, not an apology for his inaction. The fact is, that repairs/ rebuilding of the part of the levee that collapsed was schdeduled to be complete last month – until Bush and his Iraq debacle came along. The part of the hurricane that hit the Lake was only Category 3, or less, for one thing – it was the lee of the weakening wall.
In any case, we’re getting pretty far afield of the OP. I believe Bush is capable of anything, and is evil by nature. Fake photo op? Why not – he’s done it before. Remember the statue and flag in Baghdad? ‘Mission Accomplished’, anyone?
Right- cause Bush set up the pulling down of the statue in Baghdad and personally had the US flag draped over it for a momemt before he replaced it with the Iraqi flag.

Some follow up on the food distribution center:
It appears that indeed, the story about the food distribution center being a set-up was erroneous.
It was the conflation of the image of a food distribution center with a discussion of the clean up crew that suddenly appeared and then disappeared in Bush’s wake. As I indicated before, worthy of an “ugh,” but not evil.
