Was the cop on duty at the time? IIRC, capturing someone while performing the duties of your job makes you ineligable for a reward. This was the consensus when a similar question was asked about whether soldiers who captured Osama Bin Laden would get the reward, and I don’t know why it would be different for civillian police officers.
