Do North Koreans have South Korean citizenship?

And vice-versa? If a North Korean manages to defect to South Korea does s/he get to vote, get a passport, etc right away or does s/he need to apply for naturalization?

I’m not sure if it works the other way.

I think West Germany had the same system wrt to East Germans. Easterners were considered full citizens by West Germany, so any that were lucky enough to make it over the border automatically were entitled to passports and to seek work on an equal footing with Westerners.

Sort of like that Jim Morrison line…

Which is how all the top East German pole vaulters became the top West German pole vaulters so quickly.
