I would say yes. I know people I worked with that aren’t even citizens and they went and registered to vote. It’s not that hard to do.
So you could easily have a dead person register. The trick is not to overdue it so others become suspicious.
I remember for awhile from 1994 - 2001 every single time I voted I got challanged when I went to vote and had to produce proof.
So people DO check.
It’s safe to say that an election scheme which allows every eligible voter to vote without hassle or challenge, and prevents every ineligible person from registering or voting, remains a dream in most of the country. Chicago is no exception, so yes, I’m sure the dead sometimes vote.
Having said that, however, I know of no evidence that modern Chicago is worse than anyplace else. The golden days of ballot box stuffing in Chicago ended in the 1970’s, after remoreseless investigations by the Chicago Sun-Times and Project LEAP (Legal Elections in All Precincts), which trained and placed genuinely independent election judges.
