One of the skinhead guys from the failed Obama assassination attempt. It looks to me as if, in this photo, the guy is wearing lip gloss and eyeshadow. 
Yes, it does. Unless the lighting in that room is the best in the world to add such a ruby glow to his lips and smokiness to his eyes, he is totally wearing makeup.

Hard to tell from that pic. It looks like the sun is coming in very brightly from a window to his right. I don’t think he’s wearing eyeshadow–those are tinted glasses. His lips do look pretty rosy, though. It looks like the bright light might be washing out the rest of him, making his lips look darker. I don’t really think he’s wearing makeup, but he could have on some cherry Chapstick.

I didn’t notice the glasses till you posted, I thought it was eyeshadow too. Now I think its the glasses making it look like eyeshadow.
First thing I saw is that his eyebrows look tweezed.
Is this one of the idiots who planned on going out in a blaze of glory while dressed in a white tuxedo with a white top hat? If so, why would a little make up be out of line? In any case, I vote yes, the guy in the picture wore makeup. But so what, so did Ronald Reagan.
It’s not makeup, he’s wearing shooting glasses with a smoky tint. Use the magnifier built into your IE browser.
His lips could be naturally that colour–it doesn’t look unusually dark or anything. And I agree that they’re just eyeglasses.
