Are the Official Development Assistance figures based on US federal aid alone or total aid culled from US citizens?

It’s taxpayer aid alone.

For those more interested in details, total foreign aid spending for the United States for this year, not including aid to Iraq and excluding some aid to Afghanistan, is approximately $19 billion. Of that total, about $13 billion is for bilateral economic assistance (traditional foreign aid programs, some global AIDS funding, etc); $5 billion is for military assistance (of which about $3.5 billion is for Egypt and Israel); and about $1.5 billion for multilateral assistance (like various UN programs, including UNICEF and the UN Development Program).

If America feel like they have done all they can, why do you need to question your own generosity? It is not about getting a pat on the back, or about what you can get in return. America is more than capable of donating great sums of money. The real question we should be asking is, as a percentage, is the amount of aid offered by a particular country enough in comparison to how much is spent on pointless crap???
