I can’t help but notice that the building where the actives are kept and treated reminds me very much of Kill Bill…the house where the band is playing and then Uma has the super long black and white fight sequence that ends with Lucy Liu. Anyone else notice this? And is there any way to confirm it?

IIRC, that particular set you ask about in Kill Bill Vol. 1 was shot in a lot in Japan per Tarantino’s love of the older martial arts flicks that were also shot there.
However, the set design gives a vaguely Stargate Atlantis feel to me.
I can see that, but I don’t think it’s intentional. Kill Bill’s set was meant to reflect an Asian (Japan) with a lot of money (crimelord). Dollhouse’s set is meant to reflect a lot of money (expensive service business), and a serene comforting environment for the actives, for which they went in a serene=zen=modern Asian direction. I also liked the set or original house they used for the rich guy who’s daughter got kidnapped in the first episode. A similar feel.
