Hehehe…I caught wise to that one. I was also keeping a careful eye on the level number to make sure it actually changed. Didn’t want them springing a “Ha ha! This is still level 13, not level 14! You clicked Start and shot the puppy!”
It definitely counts time between the levels, I was playing and got called to a meeting while it was up - I only got to level 6, but it took 49 minutes 28 seconds.

Ok, I finally made it to level 15 and finished the game. Time spent not shooting the puppy 10 min, 9 sec.
12 min, 13 sec, level 15.
But oh, how I wanted to open fire on that perky little bastard.
