This, plus you can adjust the camera angle in either mode. Right click and drag the mouse I think.
Oh and for tactical view you can go to options and change the distance you can scroll out.
Don’t you automatically enter tactical mode whenever pausing the game in combat?

Ah yes. I remember from the first time I played now! It’s no longer worse than I remembered but the same.
I think the issue probably is a combination of what people have mentioned above. They’ve changed the focus away from tactical combat to button bashing and pretty pictures. Also I’m probably more set in my ways and less willing to learn new games as I’ve got older.
That said, lower expectations and the rediscovered tactical combat has made it playable so will give it a go.
Camera angles and looting still annoying though!

Can’t help there on the looting.
Yeah, they said they tested single player combat while doing multiplayer, so we have action combat because they really wanted multiplayer in the game. (gotta love those microtransactions!)
@Kinthalis Maybe on consoles? on PC they are separate functions.
