My specific interests at the moment are Web Design (for personal use only) and Microsoft PowerPoint. I would like input as to who offers such courses and an honest appraisal of value for the costs involved. Thanks for any assistance.

Try ZD University (sorry, I don’t have a link handy). I know that they have Web Design, but I’m not sure about Powerpoint.
Can’t beat the cost–it’s free (for a limited time, though). The online textbooks, however, are overpriced, but many courses can be completed without them.

Oh…and I believe that almost all of their courses will transfer as credit to any mainstream college.
