Um, yeah, that’s not good. However, it’s not that bad, if it were enclosed. Make sure he doesn’t overcharge you to “fix” that for you. That’s maybe an hour tops to fix.

I’m just popping in to say that yes,professional electricians can do non-code work.I was involved in a dispute with an electrical contractor who had done work for a client in an apartment below my client’s.Said contractor stated my work had caused an electrical malfunction,and that I was due his repair bill.I had access to the floor and joist bay where the problem was.Inspection revealed many acorns,and two out-in-the-open wire nuts where the electrician had spliced wires.No box,not even tape.
I didn’t call the building inspector,just sent a photo to the contractor.Never heard a word,nor do I think he corrected the problem.
I agree, it doesn’t look dangerous (I did see a little tiny bit of bare metal hanging out of one of the nuts), just lazy. Really lazy. Hey, at least who ever did it left plenty of slack to work with. That make it a LOT easier to fix then if they cut all the wires so sort that whoever fixes it needs to rewire everything (or add a bunch more boxes).
